Normally you cannot move 5' when someone provokes reaction other than to drop prone, otherwise it provokes reaction.

When spending your reaction to move 5', it no longer provokes reaction.

If you have All in the Reflexes you may make a second 5' step using your second reaction.

If you have All in the Reflexes you may take 5' steps as many times as you have reactions when an opponent provokes reaction. Opponents are at -1 to hit you due to your agility.
Your quick reflexes and nimble footwork allow you to reposition during combat when others would be caught flat-footed.
Notes
This ability synergizes well with All in the Reflexes at higher ranks, allowing for exceptional battlefield mobility.
