Awaken talent

You can attempt to awaken latent talent in someone with a success roll. This may only be attempted once ever on a target. If a success, then target rolls D8 twice, and subtract 3 from each. These are the level powers they awaken, and may choose as a level power when they level (as long as they are high enough level to select). If not chosen, they remain latent and can be selected at any point in their career.
