Dissipate spell

Reaction. Does not provoke. Target one caster or spell effect within 70'. Instant. Make a MAG check, on a success causes a 5th level spell or lower to be countered and have no effect. Spells of 6th-10th level gain the weakened spell condition. The reaction must be declared before the other spell effect has been rolled. No effect on higher level spells.
